I think its a little challenging for me to pick one. Roth-era songs are more just fun rock and roll driven whereas Hagar-era songs do tend to revolve around the love theme. But there were still some kick ass songs from the Hagar period (Poundcake, Top of the World, Humans Being). I'll have to go with Roth, you just can't beat him.

And Roth's solo album "Eat 'em and Smile" kicks ass. "Skyscraper" is ok but isn't that great.
