I really like the Mini-14. If a .223 isn't too much noise, you really might want to look into them. Rugged and well-built (no surprise for a Ruger), the one I have is very handy and shoots better than I do.
For pure plinking, nothing beats a .22lr though. I like the Ruger 10/22 and a number of Marlin's choices. With the Marlins, I prefer the ones what load from a longitudinal tube under the barrel. It's a tad slower to reload, but holds significantly more, and I find their magazines don't hold up all that well comparatively.
