I expect that some could if they wanted to. I submit as proof: MailWasher (
http://www.firetrust.com/products/mailwasherpro/). It can access hotmail easily. (I use it on 2 hotmail accounts I keep to use when I expect spam will result).
While it's not a full-fledged email client, it downloads hotmail and pop accounts equally as well. I actually use it to download and view my hotmail without having to go thru the more elaborate hotmail logins.
