Basically a plane takes off and goes through a rip in time. They are then stuck at a point in this "time-stream" where the world is technically the same, but there are no people and everything else is frozen in time. Then these Langoliers come and start eating the landscape away and they have to escape. Good movie.

No, The Langoliers only dealt with the destruction after time moved on. It had no little blue building crews. It was a better book, BTW. The movie was a "made for TV" nightmare. It followed the story, but I thought it was a poor translation.
