Time is a stream passing around stationary objects. We as humans are riding along with the stream. However, the stationary objects have to get into the stream somehow. There are two teams of blue guys that accomplish this. One team sets up everything in it's place so that when Time reaches it everything is as it is supposed to be. The other team comes in after time goes by and tears the whole thing down again. The anomolies are tiny details the setup team has forgotten. It was on TV so it must be true.

Are you referring to the Stephen King movie "The Langoliers"?
Basically a plane takes off and goes through a rip in time. They are then stuck at a point in this "time-stream" where the world is technically the same, but there are no people and everything else is frozen in time. Then these Langoliers come and start eating the landscape away and they have to escape. Good movie.
