no i belive he is using tactics as an exaple that square is capable of making final fantasy games, not under the number scheme, like tactics. Even though it came out after 7 and before 8, they didnt name it final fantasy 8. Ill agree though FFXI should just be its own sub game, or sub title, Final Fantasy Onliine. But as cyco said, it really doesnt matter.
