It's true that there's no such thing as cheap insurance, but I lived in Arizona for 20 years, and it's cheaper there than a lot of other states - I'm paying a helluva lot more here than I did in Arizona.
Have you tried Independent Agents? They have a variety of companies from which to search.
Of course, I don't know how feasible it is, but if you moved out of Maricopa County, you could probably save a bunch (it would save you on emissions tests, too) - of course, your daily commute would eat up any savings.
Other than that, turn 25 and get married - that always works.
