It certainly DOES make it feel better, but it also more than doubles the chance of slippage. Rather, pick the bigger size of condom, and if possible pick one with a flared profile (i.e. wider at the tip than in the shaft).
Gel Charging was very popular a few years ago, but more recent research has shown that it is a contributor to failure.
