HIIT can be done anywhere. People can do HIIT with running, cycling, jump roping, ect so I'm not sure why that person told you that as one doesn't a membership to do a HIIT routine.
There is debate of how effective HIIT sessions really are though. There are some people that swear by them, while others think it's nothing more than a waste of energy as a person can get the same results doing a typical form of cardio at a slower pace AKA known as SHIT. SHIT is less intense than HIIT, but because it's slower some say that it's more effective at burning calories.
Regardless, if a person's diet isn't in check they would be spinning their wheels in terms of results.
