You should probably be more interested in HP then CC. The newer scooters with 50cc get about 5-7 HP where the older ones (70's and 80's) needed 150cc to get that many horses.
How much HP do you need? Depends. How big are you? Are you going to be carrying a passenger?

For me, no passengers and I am 5,11 and about 185lbs.
I have been looking only at that 125-200cc class of scooters.
