I don't see what's so confusing here.
Who wouldn't be intrigued by a very cute girl (your description) that appears interested? Have you been feeling particularly bored or lonely lately?
If so then ANY interest will have more pull, no matter what your usual standards.
Why is she behaving this way? The thrill of the flirt of course. She gets an ego boost from the interest in her as well. You get the proverbial carrot infront of the donkey.
