Most the time yes. Sometimes programs install things to registry which means that the program is useless unless you can install certain entries to the registry. Being how mighty and powerful Nero is, I bet it had it's fat powerful fingers all throughout the registry.
I don't quite understand what the OP did, however that does not look like Nero was ever installed on that PC if those are the only two EXEs in the whole of the ahead folder.

1. In the absense of someone who can tell what an installer looks like, it should be okay. I'm not aware of any executables in an installation directory that will do anything bad but then I'm not sure.
2. Of course - I realise this. However, there's no reason why the registry entries wouldn't still be there according to what the OP said. Seemed like he'd just put his applications partition on an external drive. The solution is to either give that drive the same letter as his original applications partition or just copy the files over to the original location.
