Sure. Get yourself a TV tuner card. They're cheap, and they come with software to watch and record from the tuner. It'll have a coax-in. Run your VCR straight into that, set your software to record, burn the resulting video files to DVD, and Robert is your parent's sibling.
(Or you can skip the DVDs and figure a way to play digital video on your TV. That's the way the world is headed--you can be one leap frog ahead this time!)
