I use skype a fair bit actually (have family currently in china) it's free, easy to use and voice quality is usually good, can be a bit laggy at times though and it seemed to have a few issues with silence on one end of the line over a few minutes. Everytime my cousin goes to change her daughter (still in diapers) after a few minutes it plays all ambient noises at very loud volume - not quite sure why.
To place a call in skype you need to have the phone number or the user name of the person you wish to call. You put the info in and push the call button - easy as. Accepting a call is even easier, pop up window in the middle of the screen with accept / refuse / ignore (block) buttons.
You will find however that every now and then you'll get some random person trying to call you, or trying to chat via the instant messenger system that comes with skype - I advise ignoring these people as there have been reports of viruses being written specifically for skype and I don't know how they're transferred yet.
