Inside your case, there are two-wire plugs that connect to the motherboard for the power button, power LED, reset button, and reset LD. Disconnect them all, noting their position and orientation (which side is the writing on).

Take a flathead screwdriver and touch the two terminals that the Power Button plug was just on.

If you've got a stuck power button on the case, you'll know.

I've fixed a few computers this way, and there's nothing dangerous (less than 5V on the PWR toggle pins).
