There are times for a free vote and there are times for a whipped vote. I think this vote, strategically needed to be a free vote.
This vote was a waste of time. The issue had already been settled. Harper made this promise to voters and had to carried it through but in reality it was never going to go his way with this parliament.
The fact that the debate preceding the vote was sparsely attended -- the PM wasn't even in the house for the debate, should speak volumes about how Harper thought this was going to play out.
Points for being a man of his word and holding the vote. Big loss of points for revisiting the issue in the first place, especially given he already said he wouldn't invoke the Notwithstanding Clause.
