And not being licensed is hardly a scandal. Rarely will a provider be prosecuted for not having a license. States that require licenses or registrations do so just to keep watch on providers and quality of care, not to put people away who don't choose to get a license.

Only just come back to this thread and seen this response, Psycho.
In the UK you have to have a licence before you are allowed to run a daycare or childcare service.
Didn't realise that the US was that different.
