I have some friends who work as stage technicians on a couple of the big cruise lines. They certainly didn't go through some "agency" to get their jobs. They just answered direct company ads in trade magazines.
Given the fee and process this company is talking about, I would be highly suspicious. It sounds exactly like those dubious Modeling and Film-Extras agencies that charge you for portfolio creation and then deliver nothing.
