Actually, yes they are. In fact, according to
Kohlberg's Theory of Moral Development, the first stage of moral development involves the avoidance of punishment.
The first stage of the first level is explained thusly:

In the first stage of this level, people behave according to socially acceptable norms because they are told to do so by some authority figure (e.g., parent or teacher). This obedience is compelled by the threat or application of punishment.

When there is no punishment, the child at this stage believes that the behavior is socially acceptable and therefore is likely to continue the behavior.
