He does like you, he just likes the other girl. And atm he has his cake and eats your as well (wasn't intended as a pun.. I promise).
Simply tell him you like him, however you wont be his play thing. Tell him to drop his other girl to be with you or just dont bother. His decision might not be what you want it to be, but you'll cease being the girl on the side and can find someone who truely appreciates you.
