No, Delivery confirmation is precisely what it sounds like.

For proof of mailing, there is a Certificate of Mailing, which is basically what you said, proof that you mailed the article. There is also Certified Mail, which is the equivalent of Registered Mail for documents. Items like legal motions and contracts are often sent via Certified Mail. It's also common for people to send their income tax returns via Certified Mail.
