you *could* have a bad cd ... as far as what to do about
that, I cannot advise
regarding jumpering, it should be on the drive itself - with hdd's its usually on the label somewhere, and with opticals its usually stamped into the metal on the top near the 'butt' end, right above the jumper area.
perhaps someone else could advise on how to get a legal replacement of a legally purchased windows cd, because, if the cd's not booting in another machine, and you are *certain* that other machine is properly configged hw wise and bios wise to boot from a cd ... that's prooly your culprit.
