candles prolly won't be a problem--but check with the hotel, they could tell you i'm sure. worst case scenario, you could ask for a smoking room (though with her allergies that might not be possible).
and i agree with others who suggested bringing personal items from home. unless you are going all out (and have seen what the hotel provides) chances are, the towels, pillows and bedding are going to suck.
i've never done the petal thing...i'm not a big fan of the idea (many women are, i'm just not a huge fan of roses period).
as for the massage oils, i'm sure you can find some hypoallergenic ones somewhere--but i'm not positive. if you can't find oils, just use lotions (i know you can find those!). warm it up in your hand a bit first and you're good to go.
i'd also suggest you take along some food. if it turns into a full night, you may be wanting something to eat. and who wants to break the mood while you take time to go get a burger? unless the hotel of choice has 24 hour room service, some light snacks that travel well wouldn't hurt. if you don't eat them that night, you can always take them home!
and if she doesn't know about the hotel in advance--pack her some clothes. i realize it isn't the most romantic thought when you have sex on the brain, but trust me, she'll appreciate having clean undies in the morning!
