as bal8664 said windows does degrade over time.
caused by to many dead end registry entries, damage by spyware and viruses
even after they are removed, and corupeted .dll's
you can clean out the dead ends, temp files and such
to extend the life of windows, but in the end a clean install is a complete fix.
