I don't know about a dead battery...my girlfriend's family's Dell never kept the time correctly until we formatted it. After the format and reinstallation of Windows, it was fine! It still keeps time correctly. A format wouldn't fix a dead battery, so it's obviously something weird in Windows. It could be a dead battery, but I wouldn't put all your money on it yet. Have you tried changing the time in BIOS manually?
I'd do a Google search of the problem. If a format fixes it, then it's obviously a software-based issue in some cases.
