The PC should have come witha diagnostics CD. Run that.
While I agree the battery could be dead, it my be the system clock crystal.
We have 500+ Dells here where I work and the was a good batch of them lately that were losing time. I ran the diagnostics and it turned out to be the clock crystal. The bad thing is you need to replace the mobo, but, if it's under warranty, you're good. They are very easy to replace.
If you don't have the CD, look on Dell's website, you should be able to download it. Their site is pretty easy to navigate. It should even be able to tell you if the battery is dead.
