i for one don't really agree much to having a 'certificate of driving'.
i live too close to the mexican border. i'm all for honest, hard-working individuals needing to get around for work. my hats off to them. but about 12 years ago, my father was hit by a moving car. the lady at the wheel was mexican and my father was on foot. when we tried to sue her for medical charges, her family said she died. we later found that she hadn't died, but that she skipped the border and opted to stay in mexico.
the certificate poses the threat of others following suit. if people are able to get into car wrecks and skip the border, why am i legally bound to buy auto insurance?
