If you think you like this girl, do not steal her from her current boyfriend. Based on my experiences, this 1. stains your relationship with her. I don't care if her current boyfriend treats her like shit and everything is his fault (according to this girl) - in the back of her mind you're the reason they broke up, not her. More than likely you become something like a rebound, after you have helped facillitate her breaking up with current boyfriend.
2. If you're comfortable with that or just want to hook up with her (you said she's pretty hot) - then get out the Cavoisier and break it down.
If you really like her, then I would do the following: As said above, tell her how you feel. You like her, you'd be interested in getting to know her better and dating, but not while she's got a boyfriend. And after that, you think the two of you should wait a while for her to get over the boyfriend thing. During this time, don't spend all your time around her. Kills the chemistry.
So, in conclusion: if you just want to knock boots, sally forth, ride hard, and make us proud. If you want to date her, put the brakes on it, and give it some time. Realize that she may only be interested in you (nothing personal, but say in someone outside her relationship) because she's frustrated and/or bored and wants to move on, and might need someone to help her end it.
