Go to the symantec web site and search the knowledge base for that error message.

Most of the results I found indicated potentially a corrupt or missing file(s). The solution was to uninstall Norton, reboot the computer and then reinstall Norton.

Check the solutions out for yourself. Unfortunately the results page can not be linked so you will have to do the search part yourself.
