Pills or Guns (but not both)

    Most of the criminals I've dealt with never consider getting caught, never enters their mind. I'd say most have the same mind set as the people we see engaged in high speed police chases. You know because so many of those guys out run the police units, radios and helicopters following them.

    It obviously doesn't work for everybody.

    Also obvious: Harsher penalties won't deter these same criminals.

    OK, take away the ones who think they'll never get caught and those who don't care- i.e. the ones who either plan to off themselves or commit suicide by cop. What percentage of criminals do you think you're left with?

    It would be highly speculative. I think the issue is that targeted programs have been effective in reducing crime, but increasing penalties does little more than keep people locked up longer (which I guess is a way to reduce crime in other ways).
