Is there a program that can open, edit, and then save MIDI files?

I'd like to make a ring tone out of Baltimora's "Tarzan Boy," and was wondering if anyone was familiar with a program that allows a user to open a MIDI file, cut it's length down, and then save it as a MIDI file?

I have GoldWave, and from what I gather, there is no way to save files as MIDIs, and was hoping someone here was familiar with a program that could.

Thanks!

I've always used Cakewalk [http://www.cakewalk.com/] for midi's. Since I'm too cheap to actually get a keyboard with a midi interface, I stumble through using the keyboard application or just scoring in notation.

Theres a program called Ringtone Converter by coding workshop that lets you select your phone, and open a midi file and save it as the correct file type. I don't think its free but its the only one i know of.
