How do you change your Keybaord map to another Language.

HI everyone .

My Mom Just called from BC and wants to switch key her keyboard map in Windows 95 (yeesh!)to swedish. How do you go about doing this. Can't you just download a Keymap (like a Mac)? Help! I need your Help!
