Win98SE and 802.11b card
I've got two laptops here at work that we're trying to get on the wireless network. Drivers install fine and the card sees the network and connects. But I get no net. The card does not get it's ip address from the wireless router either. I tried releasing and renewing but I get a dhcp error (dhcp server not found). I've tried to set everything manually but no luck. I'm very rusty with Win98 networking setups so I don't know if I'm missing anything.

First question: are other systems ont he wireless network able to get DHCP addresses?
Try non-DHCP addresses, if possible, and see if you can get on the local subnet, or local network and can see other machines. If the problem's DHCP, this'll isolate it to that. If it's the network, this will show that despite what the cards status says, you're not getting on the wireless network.

Yes other machines can get dhcp addresses. We have another laptop with XP pro that has no problems.
I know for sure we're on the wireless network. packets are being sent back and forth.

So, setup the laptop with a non-dhcp address, see if it can see the network. THe only other thing you might want to try is check the manufacturers; website for updated drivers for the card. Ive used Buffalo wireless cards, and I've pretty much needed to get updated drivers from their website every time I install one.
