Confused........
i just downloaded this 800mb .rar file and when i open it, i see two files inside and they barely make up 15mb's.
what the hell is using up the rest of the 785mb's?

Make sure that you can see hidden files (in an explorer window, pull down tools, go to options, click the "view" tab, and make sure that all of the "show hidden files" checkboxes are checked.
That's about all I can think of, as if you can open the rar file, they should be there.

actually, it's a .tar file (i thought it was rar since it opened up in winrar).
anyway, i got this file off of irc and i downloaded every kb of that 800megs. now that i open to see the contents, i see two files that make up 15mb's. what is going on?

Well, tar files are similar to zip and rar files, but they don't actually compress anything. Therefore, if you take 10 2MB files, and make a tar file with them, you'll have a 20MB tar file (plus a little overhead for saying where one file ends and the next begins).
Unless the tar file isn't completely downloaded, you should just be able to extract it and see everything.
