one of two things....

Install your motherboard agp drivers, because if you haven't it thinks it's a pci slot and bandwidth usage kills it.

Update your video drivers

try turning vertical sync off.

that usually helps in cs.

it's proly just rendering more stuff as was said, in T2 my frames vary anywhere from 150 looking at a wall to 30 in heavy action. i'd be scared if it only read one FPS constantly i would think it was lieing to me

Ensure programs aren't running the the background that use an unpredictable amount of resources (i.e. Kazaa Lite) or SETI@home. And it may just be you have an older vid card that slows down when there are a lot of folks on-screen. If it's getting unwatchable (NTSC Video, or standard TV in the US, is only 30fps) try closing more programs and lowering your HL resolution.
Or update video drivers if you dare.

A friend of mine had this problem with his recently built asus system. The problem was actually his motherboard battery... yes the battery. He was running an a7n8x-d board which have had problems with their battery's, but odd to find out that was the actual problem.

MS = Milliseconds..?
are you looking at your ping instead of your framerate...? That'd be one reason why it could change so much.

Try something for me, type in console ATI_Npatch (I think thats the command) and if its 1, change it to 0

This is considered Trueform for ATI, it was a problem with all ATI Cards back in version 1.3 I dont know if it is still an issue, but you would be able to tell if you just took a look at the Glock Model, it would be rounded instead of Squared off.

I never understood why Valve put this option into the newer versions of HLm it even made my friends comp with a 9700 and a 2100+ clocked at 3000+ speeds crawl to like 40 FPS
