If you are going to live there, don't need to have it with you at all times, theres no Wireless connections, you don't need to network or share info with others, play a lot of games: Get a Desktop.
If you commute, need it with you wherever you will go, theres a wireless network, you need to interact with others in the classroom, don't play a lot of processor heavy games: Get a Laptop.

You can't beat having both If you do, you can afford to get a less powerful laptop - because you can still get all your essentials done on the road and come back to the main comptuer for the real grunt work.
Basically desktops have faster components, are better value for money and are easier (usually) to upgrade and/or fix. Laptops are obviously a more elegant portable solution, hold their value longer.
