Maybe you could make the post count needed for avatars lower. I think you would get a lot more active members posting and cut down on spamming. Just an idea, take it or leave it.

The point of posting on TFP is not to get a little picture under your name.
It is to be a constructive, active member of a thriving community.
Don't worry about what your post count is and before you know it there will be enough for an avatar.
This topic has pretty much been discussed to death.
