Why do we even have this forum? Its never been used as long as I've been coming around. Was there ever a purpose?

In v3 of the board, it was used a couple times. Its intent is for when Hal wants to do something with the site, but wants the entire community to vote on it. He hasn't used it yet, but that doesn't mean that he won't.
