we need time stamps for the shout function, maybe just a mouse rollover of the name...

Exactly because of that. I don't want to come along and respond to a question that was posed 7.5 hours earlier and no one is around anymore. It'll just let you know who's around and active on the chatbox.

On the other hand, it's sort of nice that people are less likely to NOT respond to something just because they think no one is watching.

I think the ideal is for the timestamp to be displayed on mouse-over or some similar arrangement, if possible.

I added timestamps the other day. Simply hover over the person's name to see when they shouted
