For some reason this reminds me of a discussion I had with a female friend about labioplasty. I honestly couldn't rap my head around why a woman would risk sensitivity or possible sexual dysfunction for aesthetics.

I think the same applies here. There are a some cases where I think the procedure would be of benefit, and as highthief mentioned this would be for guys with really small penises. I thought all you really had to do for lengthening is to pull out some of the fat pads in the abdominal area around the penis.
