It's safe to wear two at once, just make sure you don't restrict circulation to either the penis or the scrotum. If the color of the skin starts turning deep red or purple, or you feel a sickening achiness in your balls, it's too tight.

Also, don't wear them too long; you can actually damage the erectile tissue and cause permanent loss of sensitivity. You definitely don't want those types of problems...

If it doesn't turn funny colors, it's safe. Not good for prolonged use (>1hr,) but perfectly safe if it fits right.
