The cold sore virus and the genital heres virus are interchangable; so if she has one, she has the capacity for the other. Chances are in most people it doesn't go to both locations, but she can still inect you.
Almost all STIs can be spread by oral, vaginal, and anal sex. Barrier contraception is a must - oal sex should still use a condom. That said, if she has a recent cold sore episode, having her mouth on your cock is a bad idea, as is haing her mouth near your mouth. Condoms will make it less likely that you catch a dose, but there is NO WAY to make the risk zero.

Every one night stand or random make out session at a club puts you at risk of contracting an STI of some kind, the only way to be sure that your partner is clean is to convince them to get tested. Using a condom is ALWAYS a good idea, sorry that oral sexs won't feel as good for you but is it worth risking getting herpes or hepatitis ? Dental dams like condoms help but don't absolutely 100% prevent you getting an STI paparora
If you just want sex I'd find a female friend who is in the same boat and suggest a FwB arrangement, providing ofcourse that you are one of those people that chooses not to use pro's for those pesky physical urges.
