http://en.wikipedia.org/wiki/Interna..._Energy_Agency http://en.wikipedia.org/wiki/Nuclear_proliferation The IAEA investigates the nations which signed the treaty from time to time, but since those investigation are known before and only sites are visted that the nation allowed to visit, this inspections are not very useful. So an addition has been made allowing the IAEA to inspect when they want and what they want, this addition was not yet signed by the USA and most EU nations (so fas only 38 nation singed this addition).
