The Dubya's daughters know the world is watching them, it is foolish for them to try to drink underage in public. Or threaten bartenders and cause public disturbances. If they were adults that would be different because you embarass yourself moreso than the family. Granted when I was a teen, I drank underage, BUT I am not a politician's son. NOR would I ever have brought disgrace to my family by doing something in public that would embarass them. Sorry just the way I was raised, obviously the Bush daughters (both Jeb and Dubya's) weren't raised with that noble characteristic. Chelsea since Clinton has been out of office and is grown, yes has had some bad press, so did Amy Carter (admitted she was gay and said she smoked pot) and Patty Nixon, however ALL were adults and all had their fathers out of the WH.

Ya know she may not have been sticking her tongue out at the press.
That is just a common assumption, made by a liberal media that is elitist and full of itself. Perhaps she had a canker sore on it and was sticking her tongue out to see it. Canker sores hurt dammit and occasionally when I have one on the tip of my tongue I stick my tongue out to see if I can see that painful bump. (did that help? a little attempt at humor? I know it sucked but I tried dammit.)
