I definitely agree with a bunch of these. I've got quite a collection of depressing songs, but here are some of my favorites that might not have been mentioned:

I am shocked no one has named Fleetwood Mac's "Sara" - I turn that on everytime I feel down.

I scoured all 10 pages to make sure someone else didn't mention this, but then again I may have missed it through blinking back all the tears.
How about Chris Mills "Keep the Corpse Beautiful" on his "Plays & Sings/Nobody's Favorite" album. (even the album art is depressing.) A co-worker of mine brought the CD in, and there's even a warning on the damn packaging about how the music is specifically designed to bring you down! (I wanted to mention that last part more because I want to make it known that I don't make a practice of owning sad music. Life will get you down automatically; you don't need to give it any extra help, ferchrissakes!)
