another article said it will be used for transporting emergency organs for transplants... which is pretty sweet too, i'd LOVE to be the delivery guy!

Its a bullseye. He's the diversion for the rest of the cops when someone tries to carjack them. Notice how they have 5 cops standing around a single police vehicle?

I can't seem to see any sort of searchlight on the roof. They won't get very far without one of those - one of the Carabinieri's favourite japes is to creep up behind at night and shine 5billion megawatts of light into your car: mildly disconcerting when you're busy rolling a joint and steering with your knees.
