I just saw a commeriacal for a video called Street Racer, which is about illegal street races, and they showed show dumbasses on motorcyles driving on a hiway doing assinine stuff, my question is could the police order this video and then track them down that way and arrest them?

yes, it happens all the time to those people that they can identify as committing a crime and admit it as evidence to the courts.
