Ideally, you can remove the hinge, but if not you have to mask off the painted area you don't want to touch with several layers of painter's tape. Rub the hinge with a cloth rag with some turpentine or lacquer thinner until it softens and peels off. Solvents will most likely also remove any finish and leave bare metal

I would use some sort of solvent to remove it. It will not hurt the hinge. A wire brush and some solvent should clean it pretty quickly. Good luck!
