Cleaning out the carb would likely help if it is not new. Make sure the choke, if it has one, is in good working order. Also it is a good idea to cycle the engine a few times by pulling the starter slowly. That could count as your "first pull" though. If all else fails, a quick shot of ether (starting fluid) might help. If the fuel system has a primer, be sure to use it.
Why must it start on the first pull?... in my book second or third is just fine. edit- noticed it is new.. so ignore the carb cleaning unless it was stored at the dealer with gas in it.
