Painting? photo?

I acquired this picture about 5 years ago, when a tenant of ours passed away. His family came and took everything they wanted and said they would pay us to clean the rest out of the apartment. This was left behind.
I took it to one of those appraisers in a mall, (one day thing) and after waiting in line for 2 hours, when i got to the front, the two ladies doing the appraising, said they were not qualified to appraise fine art.
Then I took it to a man who showed interest in it, and he said it was not a painting, but a photograph..??
The only thing I know about the man who lived in the apartment is he made several trips to Turkey.
I realize there is damage to it, but was wondering if any of you would have any knowledge of it. Just as far as the frame, or the man saying it is a photograph. Any thing you could tell me, would be more than I know now.

I have no idea why I cannot insert pictures, I'll have to try again, because it is not letting me.

It might be a hand tinted black an white photograpy. Popular before the introduction of colour film and even still done to this day..

Edit: Ok the problem is that your links aren't really links to the jpg but to a page with the jpg on. If you go to one and select the picture, right click -> properties then copy that URL it works as below..
